(Reporter Feng Han) On November 16, 2021, Hainan Boao Lecheng International Medical Tourism Pilot Zone (hereinafter referred to as "Lecheng Pilot Zone") and IP International Exchange of Hainan Co.,Ltd. (hereinafter referred to as "IPEH") signed a strategic Cooperation Framework Agreement. The two parties will carry out in-depth cooperation on aspects of building international pharmaceutical and medical devices IP trading platform, jointly conducting international pharmaceutical and medical devices license-in/out business, providing intellectual property transactions and related financial services, exploring preferential policies and institutional innovation, etc. Meanwhile, the international pharmaceutical and medical devices IP trading platform which jointly built by the two parties was launched, and the guideline for Lecheng Pilot Zone & IPEH pharmaceutical and medical devices IP trading was released simultaneously.
Lecheng Pilot Zone has established cooperative relations with about 80% of the top 30 pharmaceutical and medical devices enterprises in the world, with nearly 200 kinds of international innovative pharmaceutical and medical devices available but have not been on the market of China, creating 175 domestic first cases in the application of imported licensed pharmaceutical and medical devices. As a key park and major functional platform for the big health industry in Hainan Free Trade Port, Lecheng Pilot Zone has become an important gateway for international advanced medical devices and innovative drugs to enter the Chinese market, and the medical technology, equipment and drugs here have basically achieved "three synchronization" with the international advanced level.
The reporter learned that the trading platform jointly built by the two parties will promote the centralized transformation of international pharmaceutical and medical devices license-in/out business from offline to online. The trading process mainly includes platform listing, price negotiation, delisting transaction, payment, intellectual property registration, etc. The two parties will introduce international cutting-edge pharmaceutical and medical machinery patents and technologies, and promote the export of patented technologies of domestic pharmaceutical and medical devices enterprises by jointly carrying out international pharmaceutical and medical devices license-in/out business, so as to create a standardized platform for the centralized display and trading of pharmaceutical and medical devices technology, and realize the functions of listing, display, circulation, trading, investment and financing for international advanced pharmaceutical and medical devices intellectual property rights.
Lv Xiaolei, member of the Party committee and deputy director of the Lecheng Pilot Zone Administration, introduced that Lecheng Pilot Zone can provide consulting services in aspects such as project landing, registration, enrollment, etc.; it can help make the product or technology landed in the Hope City in advance and provide some data support for the formal application of marketing license; it can also assist in contacting third-party CRO service institutions to carry out clinical research, etc.
With regard to the strategic cooperation between the two parties, Lv Xiaolei said that Lecheng Pilot Zone will work closely with IPEH to help pharmaceutical and medical devices enterprises complete the transfer or licensing of their intellectual property rights in China and abroad, and form an international-domestic double circulation gathering area of global advanced medical technology and intellectual property rights in Lecheng Pilot Zone, as well as a distribution center and pricing center for pharmaceutical and medical devices IP cross-border transactions, so as to help build Lecheng Pilot Zone into a world-class medical science and technology innovation platform.
It is known that since its establishment, IPEH has been committed to promoting the integration of technical elements and capital elements, and improving the expertise of intellectual property to serve the real economy by keeping a foothold in Hainan, taking a broad view to the whole country and serving worldwide. Currently, according to the work deployment of Hainan provincial Party committee and Hainan provincial government, Hainan International Intellectual Property Exchange will be prepared and built based on the upgrading of IPEH.
Sheng Yang, chairman of IPEH, said that working with Lecheng Pilot Zone to conduct the international pharmaceutical and medical devices license in/out business is one of the important directions for IPEH to carry out cross-border intellectual property transactions. In terms of the pharmaceutical and medical devices license in/out supply and demand information listed on the international pharmaceutical and medical devices IP cross-border trading platform, IPEH will actively provide services to facilitate transactions.
"For the transaction completed through IPEH, it can not only help enterprises connect with high-quality resources at home and abroad, provide intellectual property protection, ensure transaction safety and bring the convenience of capital settlement like foreign exchange, but also offer financial services such as investment and financing for enterprise development," said Sheng Yang.
Both the two parties said that, as the only "special medical zone" in China, Lecheng Pilot Zone has been committed to actively promoting the reform and innovation of medical policies and pilot trials. In the future, the two parties will promote the technology transactions to drive the implementation of technology through the joint planning of policy preferences and system innovation, further attract relevant R&D institutions to settle in Lecheng Pilot Zone, and accelerate the industrial agglomeration and upgrading of the park, so as to build a new highland for the medical opening in Hainan free trade port.
